Police shot at a man 20 times in his own backyard thinking he had a gun but it was an iPhone

Stephen Clarke has died after being shot multiple times by police because they thought he was holding a gun, whereas it was his cellphone.

Clarke, 22, was in his grandmother's backyard in Sacramento on the night of Sunday, March 18, when he was killed. US police say they saw an object in Stephan Clark's hand before firing 20 bullets that killed him.

The two officers were responding to a 911 call about a man breaking vehicle windows. They encountered Clarke and believed he was the one breaking the windows. They also saw him with something in his hand and believed he was holding a gun so they each fired 10 rounds at Clark, striking him multiple times. The father-of-two, who is engaged to be married, didn't stand a chance.

"He was at the wrong place at the wrong time in his own backyard? C'mon now, they didn't have to do that," his grandmother, Sequita Thompson, told the Sacramento Bee.

"I told the officers, 'You guys are murderers. Murderers,' " Thompson cried out in a video. "You took him away from his kids."

He had two young sons, Cairo and Aiden, the family said, and a fiancee, Salena Manni, the Associated Press reported.

Both officers who shot Clarke were wearing body cams and the authorities are working to get the footage released. They are both on paid administrative leave.

Sacramento mayor Darrell Steinberg in a statement on Wednesday night offered his condolences to Clark's family and said he was "heartbroken" for the city.

There are 708,666 workers on FG’s payroll - Kemi Adeosun

There are 708,666 workers on the integrated payroll of the Federal Government, according to figures given by the Ministry of Finance.

The figure excludes workers in the judiciary and the National Assembly and also the armed forces but it includes, 316,158 workers in 469 ministries and agencies of government, 291,685 workers in 42 police commands and another 100, 822 workers in the para-military agencies, such as Nigeria Immigration Service, Nigeria Prison Service and Nigeria Security and Civil Defence Corps.

Oluyinka Akintunde, Special Adviser on Media and Communication, to Finance Minister, Kemi Adeosun, gave the figures on Wednesday in Abuja. Akintunde gave the figures while highlighting the savings the Federal Government has made since it introduced the integrated payroll and personnel information system(IPPIS).

He said the Federal Government saved N68 billion on personnel cost in 2017.According to him, this brings the aggregate savings by the government on personnel cost to N288 billion. Akintunde said the minister disclosed the figures in a presentation to the Federal Executive Council. At the presentation, Adeosun said the savings are now being used to fund capital projects.

She said the savings were achieved despite increase in personnel, including the employment of 10,000 officers by the Nigerian Police. Adeosun said that the introduction of the IPPIS had resulted in the reduction of ghost workers syndrome, enforcement of compliance with due process on employment of staff in MDAs.

The minister further said that IPPIS had ensured prompt and timely payment of salaries and remittances of federal government workers. She said the IPPIS had also become an assured source of internally generated revenue through Payee to states and federal governments.

Adeosun, however, called for adequate funding of the IPPIS project to achieve its lofty objectives and to enable replacement of the obsolete infrastructure. She also canvassed for a legislation to impose sanctions on non-compliant MDAs to achieve speedy and successful service delivery

Former CBN deputy governor, Kingsley Moghalu wants NNPC scrapped

Prof. Kingsley Moghalu, a former Deputy Governor of the CBN, has called for the scrapping of the Nigerian National Petroleum Corporation (NNPC).

Moghalu spoke while delivering a lecture titled “Overcoming Poverty: The Secret of the Wealth of Nations” on Wednesday in Lagos at the 3rd Annual Lecture of the Centre for Financial Journalism (CFJ).

According to him, the scrapping of the NNPC will bring sanity to the petroleum sector. The financial expert said that the NNPC would be more effective if it was run as a Public Private Partnership (PPP). He also said that deregulation of the downstream petroleum sector was the way to go to stop the incessant fuel scarcity in the country.

He also said that for the country to overcome poverty, it needed to have a worldview, an economic philosophy and be innovative, be economically competitive and should be ready to build sound institutions. Moghalu urged the FG to avoid further borrowing to prevent the mortgaging of the future of the nation’s youths. Earlier, the chairman of the occasion, Sen. Olabiyi Durojaiye, Chairman, Board of the Nigerian Communications Commission (NCC) , noted that the title of the lecture was a reminder of Adam Smith’s book written in the 18th centuries.

Durojaiye commended the present administration in building on the successes recorded by his predecessors in the agricultural sector in turning around the fortune of the economy. He called on the smugglers of rice to stop their unpatriotic trade by allowing the efforts of government to attain fruition. The News Agency of Nigeria (NAN) reports that the event attracted the high and mighty in the media industry

Rotimi Amaechi appeals to Igbos to vote President Buhari in 2019

Minister of Transport, Rotimi Amaechi, has appealed to the Igbos to vote for President Buhari in 2019 as he cannot win the election without their support.

Amaechi made the appeal when he delivered a lecture titled “The Igbo in the politics of Nigeria.” at the 12th convocation of the Nnamdi Azikiwe University, Awka, Anambra State yesterday March 21st.

The Minister said re-electing President Buhari will make it easy for the Igbos to become president in 2023.

“You (Igbo) did not vote for Buhari, true or false? You voted for the PDP and what did they do for you? The PDP abandoned the Enugu-Onitsha expressway since 1999, but Buhari is working on it with dispatch, true or false?

Buhari is working on the second Niger Bridge; he is working on the Otuocha-Ibaji-Abuja Road; he is working on the Abakaliki-Onueke Road; he is working on the Oji-Achi-Naku Road in Enugu State; he is working on the Ozalla-Akpugo-Amagunze Road. He is also working on Aba-Ikot Ekpene Road.

Under Buhari, all major cities of the South-East are captured in the existing railway project. Name one government that has done up to this within two years. Our problem is that we are just being emotional'' he said
