Ugandan Constitutional Court okays presidential age amendment, clears way for Museveni to be elected again after 32 years in power















Ugandan Constitutional court on Friday, validated a constitutional amendment that removes an age limit for presidential aspirants, clearing the way for long-serving President Yoweri Museveni to remain in power for life.



After more than 11 hours of debate, 4 out of the 5 justices on the Constitutional court rejected a challenge to the amendment that prevented anyone 75 or older from holding the presidency.


Justice Kenneth Kakuru was the only dissenting judge

Museveni, who is now 73, would have been ineligible to run again when his current term expires in 2021 if the court had not ruled as it did.







The four Justices, Cheborion Barishaki, Elizabeth Musoke, Alphonse Owiny-Dollo and Remmy Kasule announced the decision during a day-long session held at the High Court in Mbale.

In the same session, the Deputy Chief Justice Alphonse Owiny-Dollo, the last of the five judges to deliver his judgement, observed that framers of the 1995 Constitution never treated article 102 on the qualifications of the president as a fundamental feature of the Constitution that required entrenchment.

Justice Owiny-Dollo added that the amendment which was part of the original draft presented by Igara West Member of Parliament (MP) Raphael Magyezi went through the entire process of the consultation and passing a bill into law as outlined in the rules of procedure.

Remmy Kasule, who was the fourth bench member to deliver his judgment, observed that the framers of Constitution gave Parliament the mandate to amend the Constitution on presidential age limits without the need for a referendum.







He added that lifting of age limit for one who stands to be president or district chairperson constituted the original bill presented before Parliament by MP Magyezi, for which thorough consultations were undertaken by members of the ruling National Resistance Movement (NRM) party and their counterparts in the opposition.

However, like all the other judges, Justice Kasule rejected the amendment that extended the term of office for legislators and local government leaders as null and void. He also rejected the clause of the amendment bill that re-introduced the term limits in the constitution and entrenched it.

Justice Kasule said the rule of the Constitutional Court is not to legislate laws but interpretation. He said it is right for the court to nullify amendments passed illegally and uphold those amended through correct procedures.

Noting that there were no clear procedures on how Ugandans can be consulted when the constitution is being amended by Parliament, Kasule recommended that such regulations be put in place. Such procedures, he said would in the future help court in determining whether they were followed or not.







However, Justice Kenneth Kakuru declared the whole amendment process unconstitutional and urged that the entire amendment act should be purged from the Constitution.

In his judgement, Justice Owiny Dollo made reference to the ease with which parliament amends the Constitution arguing that the future generations will be furious and extremely harsh in their judgement of the current leadership for bequeathing to them a state that has no respect for constitutionalism.

"Before the constitution has been sufficiently tested, before the ink dried, it has been subjected to as many as five amendments," Justice Owiny-Dollo said and added that often, the reasons given for the amendment of the Constitution are evidently personal to MPs.







Many critics opposed the lifting of the age limit citing Museveni’s 32-year rule, which has been punctuated by corruption scandals, human rights violations and poor social services.

Ugandans will now have to wait for the 2021 general elections and use their vote to bring the change they desire.


''Nigeria has never had a bad senate like the one led by Saraki'' Nasir El-Rufai says















Kaduna state governor, Nasir El-Rufai, has berated senate president, Bukola Saraki, for leading the worst National Assembly Nigeria has ever had.



Speaking in an interview aired on some local radio stations in Kaduna, governor El-Rufai said many of the APC senators who were announced in the list of defectors to PDP on Tuesday, said they never autrhorised it. The governor added that most of the senators who are now defecting, came into office through the goodwill President Buhari enjoyed.


“We have never had a bad senate leadership like this one by Bukola Saraki. Some people whose names were mentioned among those who decamped said they never authorised it. We know those who cannot win elections in their homes. Many of them found themselves in the national assembly by riding on the back of Buhari. Some of them won the election because presidential and parliamentary elections held on the same day'' he said

He also blamed the three senators representing the state for the inability of his administration to complete ongoing projects, stating that the senators namely Shehu Sani (Kaduna central), Suleiman Hunkuyi ( Kaduna north) and Danjuma Laah (southern Kaduna), worked against the $350 million World Bank loan the state needed to complete some projects.


“We initiated many projects this year because the World Bank approved a loan of $350 million to us and we were sure that we will get some part of the money this year. We included it in our budget to be able execute our projects – schools, hospitals and the roads that we are constructing in the town. Well, you know what happened. The house of representatives approved the loan but the senate rejected it. When it was presented to the senate, our senators from Kaduna kicked against it. They said the loan should not be granted. I was told that they ( the three senators) held a meeting and they said if Kaduna state government is given the loan, one of them will not realise the ambition of becoming governor. The betrayal of Kaduna people by Shehu Sani, Suleiman Hunkuyi and Danjuma Laah is the reason why many projects have stopped. So I want the people to understand this. Anywhere you see that a road project has stopped, ask them. Anywhere you see that a hospital project has stopped, ask them. Anywhere you see that the construction of a school has stopped, ask them. Anywhere you see that a project that is meant to benefit the people has stopped, ask these three people that betrayed the state. Whichever part they go, use your votes against them.”



''APC will lose in Benue if it fields Samuel Ortom as its governorship candidate'' Adams Oshiomhole












Days after Benue state governor, Samuel Ortom, defected from the ruling APC to PDP, the chairman of APC, Adams Oshiomole, says Ortom has no electoral value and would have caused the party a great loss if he was presented as their governorship candidate in the 2019 election.



Oshiomole made this known in an interview with newsmen at the party headquarters in Abuja yesterday July 27th.



The APC chairman said that leaders of the party in Benue state have given him and the national leadership, cogent reasons why Ortom was a colossal failure and his defection should be celebrated.



Oshiomhole said apart from his failure to pay salaries, despite receiving billions of naira as bailout from the Federal Government, he was also trying to gain political capital from the Fulani killings in his state.


“From the point of view of our leaders in Benue State, their position was clear. They believed that fielding Governor Ortom on the APC platform in the 2019 governorship election could only lead to electoral defeat for a number of reasons. They reminded us that in spite of the allocations accruing to the state and in spite of the bailout, amounting to over N20bn, which they had received in two instalments of N10bn each, and in addition to the huge sums of money that the state collected from the Paris Club Refund, Governor Ortom has not, and is not paying salaries to workers as and when due.

Oshiomole added that the Ortom had the habit of recruiting people that have been linked to killings in the state.


For any man of honour, if an appointee of government is involved in heinous crimes, including killing, that should be enough for a governor to worry. Instead, Governor Ortom played up the ethnic dimension of criminality, whereas in truth, some of those who have been killed were not killed by Muslims; they were killed by Christians of Benue State origin, including those he employed. So, Ortom’s incapacity to manage it and even his willingness to seek to make political capital of the death of the Benue people is most unfortunate because I believe that even in politics, there should be a level of morality.

Presidential media aide, Femi Adesina, bags chieftancy title in Abia












Special Assistant to President Buhari on Media and Publicity, Femi Adesina, was conferred the chieftancy title of Ugo Mba (Eagle of the Community) by His Royal Majesty, Eze Elder Nelson Nmerengwa, the Isiala 1 of Isieketa of Abia State.

The chieftancy was conferred on Adesina as part of activities marking the 60th birthday of the monarch, as well as the 19th anniversary of his coronation.



Adesina dedicated the title to God, and to President Muhammadu Buhari, whom he pledged would make great impact on all areas of the country, particularly the South-East geo-political zone.

This is the second title the S.A Media would receive from the South-East this year. In January, he had been given Nwanne di Namba (A Brother from Another Mother) by Igwe Madu Nevobasi of Nmaku Kingdom, Awgu Local Government, Enugu State. Enters the Double Chief.



''Buhari's presidency now a citadel of liars'' PDP












The Peoples Democratic Party (PDP) says the Buhari presidency has become a citadel of liars where deceptive lies are churned out daily to beguile Nigerians.

The party was reacting to a presidency statement credited to the Special Adviser to the President on National Assembly Matters, Senator Ita Enang, claiming that members of the National Assembly, who reunited and those who joined the PDP have agreed to work for Buhari in the 2019 election.



Dispelling the submission as a hallucination of a failing government, the PDP said the Buhari presidency has become so jittery over its imminent loss of the 2019 election that it now recourse to bare-faced lies and childish blackmail.

The PDP said such will not save the disintegrating All Progressives Congress (APC) from drowning.

In a statement signed by the National Publicity Secretary of the PDP, Kola Ologbondiyan, the party maintains that those who deserted the sinking ship of APC did so in protest against the incomptences of President Muhammadu Buhari leading to the unabating killings, bloodletting and biting economic hardship across our nation in the last three years.

PDP further says that the APC-led Federal Government has woefully failed to deliver on any of its promises and has nothing to showcase except a recourse to underhand tactics and intimidation of opponents and perceived enemies.

Those who left the APC are therefore no longer prepared to continue living a lie that everything is okay with our nation, whereas under the leadership of President Buhari the drift towards anarchy as well as the indices of a failing state are very manifest.

The PDP therefore finds it ludicrous that the Presidency can sit back and claim that compatriots who have seen ahead that President Buhari is taking our nation to nowhere will turn around and contemplate casting their votes for him in 2019.

We, therefore, urge the Buhari Presidency to stop its fantasy game and be ready to confront the crushing defeat that awaits him and his party in the 2019 general elections.
