North Korea is also accused of violating sanctions by transferring coal at sea and is disregarding an arms and financial sanctions embargo.

Experts also claim North Korea has tried to sell weaponry and other military equipment through foreign intermediaries, including Syrian arms traffickers, Houthi Shiite rebels in Yemen, as well as Libya and Sudan. Military co-operation between North Korea and Bashar al-Assad's regime were also continuing despite sanctions, the experts added
